Soran confronted the Enforcer, questioning his involvement with a suspicious organization even as she was bleeding from her face. The Enforcer, Brandt, evaded her suspicions by claiming to be involved in bureau politics. Soran then pointed out that not everyone had been evacuated, prompting Brandt to teleport away with her just as the Butcher attacked. Brandt continued to evade the Butcher, but lost an arm in the process before killing two individuals, Osvald and Team Leader, and fleeing. The Guilds and BUA arrived, establishing a perimeter and preparing to fight the Butcher. After hours of coordinated assaults, exploiting its predictable attack patterns and blind spots, they managed to shatter its mask and incapacitate it, causing its bloodlust to falter.
