Varok looked at the four Primarchs, then at the leaders standing behind them. A sneer crossed his face.
"I didn't expect this meeting to bring in so many insects," he said. "But since you've dragged out so many ants to watch, I won't complain."
The expressions of many leaders turned cold at once.
The War God Palace Master gave a low laugh, and the sound carried real violence in it. The Sword God Palace Master's eyes narrowed slightly. Several elders of the Four Sacred Clans let out faint killing intent, but the four Primarchs stayed calm.
Varok spread his hands. "Since you've gathered everyone, let's begin." His smile faded, and his voice sharpened. "I don't enjoy wasting time. Have you decided whether you'll accept my conditions, or would you rather have war instead?"
The council domain fell silent.
Varok continued before anyone could answer. "My condition is simple. I'll establish a force of my own in the Divine Realm. This force will be independent. No Primordial, sacred clan, or any force in the Divine Realm will suppress it, monitor it openly, restrict its normal movement, or interfere with its affairs without cause."
His gaze moved across the leaders one by one. "My people will be allowed to enter the Divine Realm, trade, cultivate, recruit, and build our foundation here. As long as we don't start slaughtering your people, you won't move against us. In exchange, I won't push for immediate war."
A cold silence followed. Even though everyone had already heard the general condition from Arvantos, hearing Varok say it so openly still made the air feel suffocating.
Letting devils establish a force inside the Divine Realm wasn't a small concession. It was like letting poison into the bloodstream and hoping it wouldn't spread.
Arvantos looked at Varok calmly. "We're willing to accept a modified version of your condition."
Varok's eyes narrowed slightly. "Modified?"
Primarch Eryndor stepped forward, his voice deep enough to shake the sky. "You may establish a force in the Divine Realm, but it won't be free from consequences. If any devil gets caught harming the human race, forcibly corrupting cultivators, slaughtering innocent people, devouring worlds, damaging star realms, or using devil power to secretly control the forces of the Divine Realm, all terms will be broken."
Primarch Lysandra continued in a calm but cold voice. "If that happens, every protection granted to your people will disappear. Any devil involved will be killed. Any devil force connected to the crime will be destroyed. If your newly established faction shelters the offender, the entire faction will be wiped out."
Varok's expression darkened. "You dare threaten to kill devils after agreeing to negotiate?"
Before the Primarchs could respond, Garron Aresvale, the War God Palace Master, laughed with open contempt.
"Seems like you've misunderstood something, devil brat."
Varok turned slowly toward him.
Garron's sneer deepened. "This is the Divine Realm, not your devil universe. You're not standing in your father's court, and the people here aren't your subjects. If any devil gets caught doing something suspicious, we'll kill them without mercy. If you want to call that a threat, go ahead and call it a threat."
The devils behind Varok let their killing intent loose all at once.
Garron's battle aura exploded in response, turning the air around him into a roaring battlefield.
"Try it," he said coldly.
The atmosphere nearly broke.
Then Arvantos raised one hand. The pressure from both sides stopped before it could fully erupt.
Varok's face had gone much darker. He stared at Garron for a long moment, then looked back at the four Primarchs.
"You expect me to accept a condition where any random force can accuse my people and kill them?"
Primarch Veyrion spoke for the first time. His voice was quiet, but it reached everyone clearly. "No. We'll set up a judgment system. If a devil gets accused, the matter will be investigated by representatives from the Primordial Race and at least three top first-rate forces. But if a devil gets caught in the act, the nearest force has full authority to kill them immediately."
Varok's eyes flashed with cold light.
Lysandra added, "There's another condition."
Varok looked at her. "Go on."
"The devils are prohibited from entering the Mortal Realm."
The moment she said it, Max's eyes sharpened slightly, and the other geniuses grew more serious too.
The Mortal Realm was far weaker than the Divine Realm. If devils gained access to it, the fallout would be disastrous. Countless worlds wouldn't be able to resist even a small group of devils.
Lysandra's voice stayed calm. "Any attempt to open a passage toward the Mortal Realm, contact forces there, spread devil power there, establish hidden shrines there, or carry out suspicious activity connected to it will count as a violation of the agreement. If a violation happens, the devils involved will be killed."
Arvantos added, "And if your force is connected to it, your force will be destroyed."
Varok's expression turned colder. "You people have a lot of rules for a side that claims it doesn't want war."
Celian Voss, the Sword God Palace Master, spoke softly. "Rules are the only reason this meeting hasn't already turned into slaughter."
The air turned colder again.
High Lord Astren Vale of the Nine Star Court then said, "There's another matter. If our geniuses run into devils outside the universe in future battlefields, trials, ruins, or neutral spaces, your people must not target them with killing intent, assassination attempts, soul corruption, or bloodline curses."
Varok looked at him with a faint sneer. "You want me to control every devil beyond this universe?"
Astren's eyes stayed calm. "You're the one asking to establish a force here. If you want privileges inside our Divine Realm, you should restrain your race elsewhere too."
Varok laughed coldly. "I can control the devils who fall under my banner in this universe. I can't control every devil in the devil universe, and I can't control those acting outside my authority. If your geniuses run into devils beyond this universe, their survival will depend on their own strength."
Damian's face turned cold hearing that.
Orion clenched his fists.
Morgana sneered softly. "So they want safety here but won't offer any out there."
Revona stayed silent, but her eyes had turned sharper.
Max watched Varok carefully. He understood exactly what Varok's words meant. The devils wanted their people protected inside the Divine Realm, but they refused to guarantee the safety of Divine Realm geniuses outside the universe.
That wasn't surprising. This negotiation wasn't about fairness. It was about leverage.
Grand Marshal Seraphis Kael of the Stellar Templar said coldly, "Then your people in the Divine Realm won't get absolute protection either. If they stir up hatred, they'll face the consequences."
Queen Selene Lunaris added in a gentle but firm voice, "Your force can exist, but it can't recruit any people of the Divine Realm. If any people of the Divine Realm were to join your force, they will be declared a traitor and be killed immediately"
Lord Vael Noxis of the Grand Void Sanctum spoke from within the folded darkness. "Your force will also be forbidden from building secret spatial passages without registering them. Any hidden passage we find will be destroyed immediately."
Hall Master Orin Caldus of Ascension Hall said, "Your members will be recorded. Their identities, cultivation, aura signatures, and movements between major regions have to be registered. Call it a restriction if you want, but without it, there's no agreement."
Varok's face grew darker with every added condition. The devils behind him looked furious, but none of them moved.
They clearly understood that despite their arrogance, they stood deep inside the Primordial Ancestral Domain, surrounded by the strongest forces of the Divine Realm. If not for Varok's identity and the Pearl of Abyss, they wouldn't have dared stand here so boldly.
