Levi reflected for a moment before responding:

This decision was beyond his personal authority; it required the deliberation of Edmund and the Supreme Council.
What if the Snake of the End was acting as a double agent? He might feign loyalty to Nora while secretly serving as a mole for the Nightmare World. Caution was paramount!
The Despair Sovereign stated: "I shall await your word, Sir."
With that, he departed in a hurry.

The round table was surrounded by over twenty figures, making the gathering far more crowded than previous sessions. A palpable sense of dread hung in the air, as everyone was well aware of the looming Nightmare incursion. Shortly after, Edmund walked in clad in a red robe, appearing perfectly calm.
"Ladies and gentlemen, the purpose of today's meeting is known to all. An invasion by the Nightmare is now inevitable. We must make our arrangements in advance. The primary agenda today is to determine if the Despair Sovereign should be permitted to join us."
Once Edmund finished speaking, he invited the others to share their views.
The barbarian lords were the first to voice their thoughts.
"The Nightmare Monarchs are full of deceit; we believe they are even more troublesome than the demon lords. This move by the Despair Sovereign is highly suspicious. It feels like a fox offering a gift to a hen. I fear he harbors ill intent, aiming to infiltrate our ranks to dismantle the Nora Council from within, allowing the Nightmare World to invade without facing any defense."
"True, the words of such beings cannot be trusted."
"Rejecting him means we lose a potential level-10 ally, but if we accept him and fail to maintain control, we risk inviting our greatest enemies inside. The danger is simply too great."
The barbarian lords appeared to be in total agreement on the matter.
Several legendary wizards nodded their heads in quiet concurrence.
Edmund acknowledged them and then turned his gaze:
"What is the Barbarian Ancestor's perspective on this?"
The Heavenly Will looked pensive as he weighed the options:
"I don't believe a flat refusal is necessary. My proposal is that we summon the Despair Sovereign to meet us in person... Often, a face-to-face interrogation makes it much easier to discern one's true motives."
Startled by this shift, the barbarian lords immediately revised their stance:
"The Barbarian Ancestor's wisdom is profound; we hold the exact same view."
The Daydreamer added:
"I concur with the Barbarian Ancestor. Should a meeting be required, Levi and I can facilitate the contact. We ought to hold a private discussion first before reaching a final verdict."
Consequently, the Supreme Council reached a unanimous decision to interview the Snake of the End, given his unique status.

Black Dragon Territory.
"Sir Levi, what is the news?"
The Snake of the End waited for the outcome with visible anxiety.
"The Supreme Council wishes to see you. If your desire to join us is genuine, I can assist you in descending into Nora in your true form. My question is: do you have the courage?"
Levi inquired.
The Snake of the End answered:
"Give me a few days to deliberate, Sir."
"As you wish."
After retreating, the creature meticulously simulated the potential outcomes more than a dozen times, even though it was physically drained. Once it concluded that this was not a setup, it let out a breath of relief.
"It seems there is a chance."
The Snake of the End returned to Levi and committed to descending into Nora in its true form in six months' time.

Edmund and the others nodded upon receiving the update.
The Heavenly Will stroked his beard, remarking:
"The willingness to enter Nora in its true form suggests sincerity; it appears this is not merely a ruse. Nevertheless, we must find a highly secluded location to prevent other Nightmare Monarchs from sensing this gathering, as that could ruin our future strategies."
Dealing with the Nightmare is far more complex than the Abyss. As a Spirit Plane similar to the astral world, the Nightmare World is far more invasive and omnipresent.
Edmund suggested:
"We shall go to the Metal School. A potent supreme treasure left by a Nora sage resides there, which is sufficient to guarantee the secrecy of our meeting."

Roger Mountain.
Levi’s form gradually descended onto the peak. Memories of the many geniuses vying for glory during the Roger Gathering remained vivid in his mind. Time had passed, and he had returned, but this time to deliberate on matters vital to Nora's survival.
Just as the legends claimed, Roger Mountain was indeed a treasure—perhaps even a supreme one. It was here that Roger had left a tracking seal pointing to a Legendary Artifact, which Levi now held.
Chanting a spell, Levi’s body faded into the mountainside. He reappeared in a realm glowing with iridescent starlight, reminiscent of a Rainbow Sea. A round table floated in the void, surrounded by over twenty formidable experts. Surveying the group, Levi noted he was the only person present who wasn't level-10.
Edmund spoke: "Take your seat, Levi."
Levi didn't hesitate, sitting in the chair formerly belonging to the Survivor of the Vast Sea—a legendary wizard who had long served as a guardian of Nora’s Will. To stave off a premature Nightmare invasion, that wizard had already departed to his post.
Before long, space began to warp and vortices condensed as a massive, coiled serpent descended. Its reptilian eyes swept over the assembly, feeling a primal dread while evaluating the power of Edmund, Gullwig, the Barbarian Ancestor, and the others.
Every individual here possessed the strength to do battle with mighty Gods.
Edmund in particular was rumored to have already stepped halfway into Level 11, having successfully hunted the Earth Demon Lord. Witnessing him in person confirmed his unfathomable depth.
Acting as the lead interviewer, Edmund smiled and asked: "I have but one question: is your intent to truly join Nora, or do you harbor hidden goals?"
The Snake of the End replied with honesty: "I truly wish to join, for I realize that only here do I have a prospect of survival."
What followed was a grueling and intense interrogation.
