After being alerted to Hydra's deep infiltration of SHIELD, Tony and Steve devised a plan with the President to expose Secretary Pierce. The plan involved the FBI suspending Pierce pending investigation, with Steve and Tony as whistleblowers. They anticipated Pierce would panic and attempt to launch the Helicarriers. Steve, now equipped with a new nano-suit, headed to Washington to preemptively sabotage the launch, while the FBI confronted Pierce, who, upon realizing his inner circle was compromised by Sitwell's confession, ordered the agents killed and the carriers launched.

"Ah..."

The FBI agents turned pale with shock.

Was Alexander insane?

To dare gun down federal law enforcement officers right in a SHIELD office!

The agents stood jaw-dropped, their minds gone completely blank. They had considered that Alexander might refuse to go with them, but they never dreamed he would dare to execute federal agents on the spot.

The lead agent reacted quickly, reaching for the pistol at his waist. But before he could even draw, the STRIKE team, who were already prepared, raised their rifles and aimed.

Deafening gunfire echoed through the office.

From the dark muzzles, golden flames erupted. Brass bullets easily tore through body armor, turning the eight FBI agents into human sieves. Smoke filled the room as the eight agents collapsed onto the floor, thick blood staining the pristine white tiles crimson.

The STRIKE team stepped forward, confirming each death one by one. Seeing the blood and the bodies, Rumlow’s face twisted into a grotesque, predatory grin. Excitedly, he asked, "Sir, are we compromised?"

Steve and Bucky had both vanished after the clash, and Sitwell—who was supposed to report to the Triskelion—had gone silent. Even Rumlow, who was more brawn than brains, realized something massive had gone wrong.

Alexander nodded, his face cold. "Sitwell was caught by the President."

Rumlow’s expression turned. "That guy always was a spineless coward. Give him a little heat, and of course he’d spill everything!"

"Surprisingly, he actually had some balls," Alexander said. "That was him on the phone just now, giving me a heads-up. Otherwise, I would’ve walked out of here like an idiot with those losers. Once I’m in custody, Project Insight is dead in the water."

Rumlow was taken aback; he hadn’t expected the usually weak Sitwell to act like a man for once. He quickly asked, "Sir, what do we do now?"

Alexander replied helplessly, "Since we’re exposed, there’s nowhere to go but forward. Get the word out: initiate Project Insight immediately. Conduct a ’clean sweep’ of the D.C. area, then retreat the moment the job is done. These three Helicarriers are Hydra property—we are taking them with us."

"Understood!" Rumlow nodded. He left a squad to guard Alexander and headed out to issue the orders.

Alexander irritably lit a cigarette. Little did he know, hidden in the breast pocket of the dead lead FBI agent was a tiny transmitter. Because the office wasn’t soundproofed, the device had broadcasted everything that happened to Stark Tower in New York.

Hearing those gunshots and the dialogue between Alexander and Rumlow, the President’s face grew darker by the second.

"Hydra... these people are fucking lunatics!"

The President’s heart raced with lingering fear, his body trembling with rage. If Steve hadn’t uncovered Hydra’s plot, a rebooted Project Insight wouldn’t have just meant millions dead—the entire world would have fallen into Hydra’s clutches.

Tony, now fully suited up, walked over. "Mr. President, Project Insight targets the states surrounding D.C. We have to move, now."

"Don’t worry," The President said, his voice icy. "I’m not letting them win. Order the Marines stationed near D.C. to surround the Triskelion immediately. The moment those SHIELD Helicarriers take flight, shoot them the hell down!"

"Yes, sir!" A general in uniform replied, rushing out to coordinate the mobilization.

The President turned to Tony. "You two... you’re clear to engage!"

Tony smirked. "Jarvis! Deploy the Iron Legion!"

"Right away, sir!"

Steve drifted in mid-air, activating his suit’s stealth mode to monitor the Triskelion. Upon receiving the President’s authorization, he immediately surged toward the building.

The Triskelion was the hornet’s nest of Hydra, with a conservative estimate of three to four thousand members inside. Since Tony and the military reinforcements hadn’t arrived yet, Steve feared being overwhelmed. He decided to mobilize the masses—calling upon the agents still loyal to the country to rise up against Hydra.

This had been his plan from the start. Steve headed straight for the building’s broadcast room.

Deep beneath the building, in the Project Insight command hall, thousands of agents were bustling. Just moments ago, Secretary Alexander had issued the order to launch. The agents were curious; the project had clearly been suspended, so why the sudden launch? Though confused, they followed protocol and began the startup for the three Helicarriers.

Suddenly, the building’s intercom crackled to life.

"Attention all SHIELD agents. This is Steve Rogers."

The agents froze, looking up in bewilderment.

Captain America, Steve Rogers!

The legendary figure from the history books was an idol to many in the room. But just days ago, a memo had claimed he was a suspect in the murder of Director Nick Fury. While no formal warrant was public, SHIELD had initiated internal pursuit. Every satellite and traffic camera was hunting him.

Most agents had been skeptical. Steve Rogers, the legend, murdering Nick Fury? Hardcore fans were convinced the STRIKE team had screwed up the investigation. Even if he had killed Fury, they figured Fury probably deserved it.

"You’ve heard a lot about me these past few days..."

"Some say I killed Nick Fury..."

"Others were ordered to arrest me..."

"But now, it’s time you knew the truth!"

The Truth? Every agent sharpened their focus.

"SHIELD has changed. It’s been taken over by Hydra. They were Hitler’s science division in WWII, thought to be destroyed by me and the Allies. But they used Operation Paperclip to nest inside SHIELD, growing like a parasite. Alexander Pierce is their leader. The STRIKE team and the Insight crew are his pawns. I don’t know who else... but they are in this building, maybe standing right next to you.

"Nick Fury discovered their plot and was assassinated that same night. Before he died, he gave me something, and after two days of investigating, I found the truth. Project Insight isn’t for protection—it’s for the mass murder of anyone who poses a threat to Hydra. When those carriers reach altitude, everyone marked will die by their guns. Millions at a time.

"If you launch those carriers today, Hydra can kill anyone who stands in their way. Absolute control. Unless we stop them. I know this is hard. Many will die. But the price of freedom is high; it always has been. And it’s a price I’m willing to pay. If I’m the only one, so be it—but I bet I’m not."

The broadcast ended, leaving thousands of SHIELD agents in dead silence. Steve had exposed a shattering reality: the world’s most powerful intelligence agency was controlled by Nazi remnants. It was a thunderclap that leveled their entire worldview.

In the penthouse office, Alexander sipped champagne as he listened. He sneered, "Freedom is the greatest lie ever told. Rumlow, take the suppressants to the broadcast room and kill him. Today, we turn a new page in human history. Let’s celebrate with the head of Captain America."

In the command hall, the launch sequence had stalled. Agents were whispering, faces pale with panic. Suddenly, the broadcast was hijacked again from the outside.

"Captain, you definitely aren’t the only one!"

The agents went quiet. They recognized that cocky, irreverent voice.

"Hey, good afternoon, everyone. I’m Tony Stark—Iron Man. Hate to be the bearer of bad news, but everything Cap just said is a fact. If you push those damn buttons and let those carriers up, millions die—including your families, your colleagues, and probably you."

"But don’t despair. The President is in the loop. Pierce has been stripped of his title. The Marines are surrounding the building as we speak to wipe these bastards out. Plus, I’m personally leading 1,000 Iron Man suits to join the fight. Give us five minutes. If you can hold for five minutes, the win is ours."

"By the way, spotting a Hydra agent is easy: anyone trying to launch those ships is Hydra. Pick up your guns and fight... "

An explosion echoed through the speakers, and Tony’s voice cut out.

"Steve escaped! After him! Kill him!" Rumlow’s voice barked over the intercom.

The command hall was silent as a grave. With both Captain America and Iron Man’s endorsement, Hydra’s existence was undeniable.

That was the thought in every loyalist’s head.

A STRIKE team kicked the doors open, storming the hall with rifles raised. They were stone-faced and lethal. Most of the hall’s agents were desk workers; many didn’t even have the courage to meet their gaze.

A STRIKE member walked up to a man at a console. "Enter the launch sequence. Get those ships in the air."

The man licked his lips, glancing around nervously, his body trembling.

"Is there a problem?" The soldier asked.

"No..." The man shook his head, lost.

"No problem? Then launch it!"

"I’m sorry, sir!" The man put his head down, breathing heavily. "I can’t launch. Those are Captain America’s orders!"

The soldier pulled his pistol and pressed it to the man’s temple. "Get the fuck out of that chair!"

Suddenly, another SHIELD agent drew his sidearm and aimed it at the soldier. "Don’t touch those ships!"

"Don’t move!"

"Drop the gun!"

Across the command hall, Hydra and SHIELD agents drew on each other. Tony had made it simple: if they want to launch, they’re the enemy. The air was thick with tension, waiting for a single spark to ignite the powder keg.

An agent gripped his trigger, shouting, "Drop the weapon!"

The STRIKE soldier smirked, slowly raising his hands and dropping his pistol.

The sound of the gun hitting the floor caused a split-second lapse in concentration. In that blink, the soldier lunged, disarming the agent with a grapple and turning the gun back on him.

The agent took a bullet to the forehead and dropped.

That single shot tore the dam open. Gunfire erupted across the hall, bullets flying in every direction. The STRIKE soldier ducked, kicked the technician away, and began furiously hammering the keys to override the commands.

Launch sequence: INITIATED.

Outside the Triskelion, the calm lake surface began to boil. The water level dropped as massive hangar doors slid back.

"Close the hangar! Close the doors!"

Several agents sprinted toward the hangar control room, screaming at the staff. The workers, realizing what was happening, reached for the controls.

Bullets shattered the glass, cutting them down. The STRIKE team arrived at the hangars to ensure a clean takeoff; every loyalist agent was slaughtered. Hydra had spent years positioning its muscle; taking over by force was almost effortless.

With no one left to interfere, the hangar doors opened fully. Sunlight flooded the dark bays, revealing the three massive Helicarriers. Their four engines flared with blue fire, lifting the behemoths slowly from the depths.

Alexander stood at his window, watching his life’s work take flight. Even if it was rushed, the sense of achievement was overwhelming.

"Alexander, give it up!"

The laser-projected Council members pleaded with him. They had worked with him for over a decade, never suspecting he was Hydra. The irony was bitter.

Alexander took a sip of alcohol and smiled. "Zola’s algorithm marks every criminal and potential threat. By sacrificing 20 million lives, I can reshape the world into a new order—a harmonious society without crime. Why do you cling to the old world?"

A councilman spat back, "A harmonious society? You mean a society of slaves bowing at Hydra’s feet."

Alexander shook his head, bored with the debate. "Think what you want. The Helicarriers are airborne. Nothing can stop me."

Just then, a Hydra officer radioed in. "Sir! We have a massive swarm of Iron Man suits heading for the Triskelion!"

Alexander put down his glass. "Launch all interceptors. No one gets near these ships until the sweep is complete!"
