The President and Steve both turned to look at Tony, who was leaning against a high-tech console with a smirk.
"Hydra has been hiding inside SHIELD for decades," Tony explained. "They’re rooted deep. There are over ten thousand agents at the Triskelion alone—we don’t know who’s a patriot and who’s a sleeper. Even if we bag Pierce now, the organization will just scatter and regroup. We need to force them to step into the light so we can cut off the head and burn the body."
The President leaned forward. "Give me the details."
"The plan is simple: We send the FBI into the Triskelion to make an arrest."
The President sighed, his disappointment evident. "Stark, SHIELD is an international body. As much as the U.S. has pull, my legal authority to arrest their Secretary on American soil without concrete evidence is... thin, to say the least."
"I’m not talking about a permanent arrest," Tony corrected. "I’m talking about a suspension pending investigation. Suspicion of a conspiracy to assassinate the President of the United States. Steve and I will be the formal whistleblowers."
The President weighed the optics. "And then?"
"Pierce will do what any politician does—he’ll call you to explain it away. During that call," Tony pointed at the trembling Sitwell, "Our friend Jasper here is going to give him a very specific shout-out. Pierce is a paranoid man. Once he realizes his inner circle has been compromised, he won’t go quietly with the FBI. He’ll panic. He’ll go for the all-or-nothing move. He’ll try to launch the carriers."
The President frowned. "That’s entrapment. It’s messy. My opponents in the Senate will have a field day with the procedural errors."
"Sir," Steve said, his voice steady. "Procedural errors are better than ten million funerals. If we don’t force his hand, he’ll execute his plan on his own timeline, and we won’t be ready. We need to choose the battlefield."
The President looked from the billionaire to the soldier. He thought about his approval ratings, his re-election funds (which Stark controlled a fair portion of), and the very real possibility of a missile hitting the White House. He nodded slowly. "Alright. It’s a good plan."
"One more thing," The President added, his eyes narrowing. "If Pierce goes quietly and complies with the investigation... and you’re wrong... what happens then?"
Steve didn’t blink. "I will surrender myself and take full responsibility."
"I can’t exactly lock up a national icon," The President laughed dryly. "But tell you what: if this fails, you turn yourself in to SHIELD and answer for those murdered agents. Deal?"
"Deal," Steve said.
As the room filled with Secret Service and government aides to coordinate the FBI strike, Steve pulled the President aside.
"Sir, I need to get to Washington ahead of the FBI."
"Why?"
"Because if the plan works, Pierce will launch those carriers. The Triskelion will become a war zone. I need to be there to protect the civilians in the area and sabotage the launch from the inside. I’ll stay a mile out and keep my comms open for you to monitor. I won’t move until the trap is sprung."
The President looked at Steve. He saw the sincerity, the lack of ego, and the genuine concern for the people. For the first time, he saw the man behind the shield, not just the brand.
"Go," The President said. "But stay on the line. If you move without my word, it’s a federal crime."
"Thank you, sir."
Tony barked, "Jarvis! Bring the luggage!"
A small service bot rolled in carrying a sleek, silver briefcase. The agents in the room stared. Everyone knew Stark’s tech, but seeing it in person was something else.
Steve unlocked the case with a thumbprint. It popped open, but instead of a metal suit, it revealed a blue-and-white backpack.
"Second generation?" Steve asked.
"Third," Tony grinned. "Nano-mesh."
Steve threw the pack on. He hit a release trigger on his chest.
K-CHAK!
A flow of blue-and-white liquid metal surged from the pack, weaving itself over his body like a living second skin. In five seconds, the classic Captain America silhouette was transformed into a high-tech, reinforced tactical suit.
"The latest from Stark Industries," Tony announced to the applauding room. "The Nano-Cap suit. It’s not a full Iron Man rig, but it’ll stop a tank shell and let him jump off a building without breaking his knees."
Steve gave a crisp military salute to the President and vaulted through the open balcony, disappearing into the New York sky.

Alexander Pierce was pacing his office, the air thick with cigarette smoke. He was losing control. The Winter Soldier was missing, Sitwell wasn’t answering, and Rogers was a ghost.
The phone buzzed. "Sir," Rumlow’s voice came through. "We have a problem. The FBI is at the front gate. They’re demanding to see you."
Pierce’s eyes narrowed. "The FBI? On what grounds?"
"They wouldn’t say, but they brought a tactical team. They’re armed."
Pierce sneered. This was his house. "Send a STRIKE team to escort them up. Let’s see what the boys in suits want."
The lobby of the Triskelion became a tense standoff as eight FBI agents were surrounded by twenty heavily armed STRIKE members. They were marched into the elevators like prisoners.
When the lead FBI agent entered Pierce’s office, he didn’t flinch. "Secretary Pierce, we have a warrant for your suspension and a summons for questioning. You are under investigation for conspiracy to assassinate the President of the United States."
Pierce burst out laughing. "Assassinate the President? Are you people high? Who gave you this garbage?"
"The whistleblowers are verified," The agent said coldly, sliding a document across the desk signed by both the FBI Director and the President.
Pierce’s heart skipped a beat. This was real. "I need to speak to the President. Now."
He grabbed his secure line and dialed the President’s private mobile.
"Mr. President," Pierce said, trying to sound offended. "I have your FBI boys in my office talking about some insane conspiracy—"
Across the country, in Stark Tower, the President held the phone. Tony leaned over, gripping Sitwell’s shoulder. "Your turn. Make it count."
Sitwell took a breath and screamed at the top of his lungs: "HAIL HYDRA! PIERCE, THEY KNOW! HAIL HYDRA!"
The line went dead.
In DC, Pierce stood frozen, the phone still pressed to his ear. That was Sitwell. Sitwell was with the President. And Sitwell had just outed them both.
"Sir?" Rumlow asked, his hand hovering over his holster.
Pierce’s face went white, then turned into a mask of cold fury. He realized the President wasn’t investigating—he was hunting.
He turned to the FBI agents, then to Rumlow. The time for shadow-play was over.
"Kill them," Pierce said. "Kill them all. And launch the carriers. Now!"
