Wizard: Starting With the Knights Breathing Method Chapter 3150: 649: The Divine Dragon Master of Ice and Fire, the Ingenious Craftsman
Previously on Wizard: Starting With the Knights Breathing Method...
Time marches on, and the seasons turn.
Eighty years have passed since the Grand Council Chairman delivered his victory speech. The count of Nora's New Continents, reaching a staggering 150,000, began to encounter a growth plateau.
Nora Calendar Year 4200.
Within the hallowed Tower of Heaven, the Grand Council Chairman made a solemn declaration.
The Great Transdimensional Convergence has now concluded. Though 150,000 is by no means the entirety of civilizations within the Pan-Plane, nor even one-tenth, Nora’s Will has reached its temporary zenith.
The profound spell known as "Sorren’s Star Shifting" has also drawn to a close. It is important to note, for those unaware in the lower echelons, that the Great Convergence was not a natural phenomenon of the world, but rather the manifestation of Sauron's formidable personal power. Human capabilities, after all, are finite; this is an undeniable truth.
This inevitable moment had to arrive eventually.
The era of Nora’s unchecked expansion has passed.
Nora now encompasses millions of sentient races, tens of thousands of unique transcendent disciplines, and billions of life forms. Its territory is vast, so much so that even primordial soul wizards, soaring for a thousand years, could not fully map its extent. Nora's overall scale rivals that of other major entities, especially with the Nightmare World serving as a resource-rich hinterland, making its potential virtually boundless.
An increasing number of potent beings are seeking sanctuary within Nora. Notable individuals of Level 10 and Level 9 from across the Pan-Plane have expressed their desire to join Nora and secure a place for themselves.
However, Nora is no longer expanding indiscriminately. Instead, it is actively establishing stringent talent selection criteria. Unbridled expansion, while beneficial in the short term, inevitably sows the seeds of future complications.
The Supreme Council maintains a state of perpetual vigilance. Numerous laws, including the "Multiracial Cooperation Act," the "Extraordinary Danger Level Assessment Law," and the "Multiverse Trade Law," have been successively enacted. Each of these crucial pieces of legislation was personally drafted, meticulously reviewed, and officially sanctioned by the Grand Council Chairman.
All citizens of Nora, irrespective of their race or chosen path, are bound by these laws. Ordinary mortals are subject to mortal laws, while transcendent beings must adhere to transcendent laws. Regulations pertaining to the security of civilization, the management of vital resources, and the overarching national interests are the most rigorously enforced, as they form the bedrock of the nation.
Furthermore, the most significant decree of all was also introduced.
This is the "Nora Code," a monumental work that the Grand Council Chairman dedicated over eighty years to compile. This fundamental law governs all races and transcendent entities, providing legal constraints for almost every conceivable aspect of transcendent society and its potential entanglements.
Reflecting upon the annals of the Wizard World's history, particularly the ancient era of darkness akin to the dreaded Dark Forest, a time of pervasive tension and sluggish development.
Sauron's establishment of the Wizard Council marked an initial improvement, and his subsequent legislative proposals initiated change, yet the regulations for transcendent beings remained insufficiently defined.
The Supreme Council firmly believes that:
The orderly progress and growth of civilization, especially for species with shorter lifespans, is an essential prerequisite. Any individual seeking to reside and draw sustenance from civilization must abide by its rules. Failure to do so means choosing to wander alone into the Land of Darkness.
The implementation of the "Nora Code" was met with considerable opposition, as many transcendent beings were deeply entrenched in the traditional norms of transcendent society and found it difficult to accept the new statutes.
Yet, reform is an inevitable force. Emperor Chaos, employing a combination of persuasion and coercion, rigorously enforced the code. Initial severe punishments served as a stark warning, making examples of those who obstructed its implementation, which yielded substantial results.
The "Nora Code" is far more than a mere set of written statutes.
It is intrinsically linked to corresponding transcendent power. A millennium ago, the Supreme Council initiated the transformation of Sauron's legendary artifact, the [Heart of Skynet]. Through the integration of the Mechanical Sky Net and the Dreams of Revolving, it was reimagined into a supreme treasure nearing Cosmic Level: [Nora’s Net].
Every substantive clause within the Nora Code is directly linked to Nora’s Net. All transcendent beings are mandated to register within this Magic Net.
Should any transcendent being transgress the established laws.
Nora’s Net, wielding nearly absolute authority, would enact the appropriate retribution. This could range from, but not be limited to, warnings, reprimands, financial penalties, disqualification, imprisonment within the Nightmare World, or physical apprehension... And, of course, more severe consequences, including the death penalty!
Even more terrifying than the death penalty itself:
The death penalty coupled with the absolute forfeiture of reincarnation rights!
Those who fail to register are categorized as unregistered entities. If apprehended by Nora Council enforcers, the repercussions are exceedingly dire.
Nevertheless, the code's stipulations are designed with a degree of humanity.
The restrictions imposed upon transcendent beings are not excessively harsh. Regarding the death penalty, it is primarily reserved for certain grave criminal offenses.
The two most heinous transgressions are:
Betrayal of civilization and the indiscriminate slaughter of mortals.
As Emperor Chaos aptly stated: Let the strong wield their swords against the strong.
Within Nora, even the weakest possess an inherent right to survival and continued existence. What else would distinguish them from mere behemoths, after all? Furthermore, the populace, the seemingly weak, forms the bedrock upon which transcendent beings are built. Beyond this, Nora acknowledges and respects diverse choices in faith, particularly concerning unique totems or societal beliefs, and does not interfere. However, the propagation of faith in Star Realm Gods is strictly forbidden. Across numerous regions of the new continent, the Church of All Gods faced demolition subsequent to the implementation of the code. Those secretly revering the Heavenly Father and the Blood Fire Dominator, in particular, were subjected to heightened scrutiny and received absolutely no leniency. Previously, the Supreme Council's focus was consumed by warfare, causing them to overlook such minor matters. Now, with the advent of a peaceful era, the council ensures no fertile ground will be provided for the growth of these Gods. Through these decisive actions, the power of the Star Realm Gods is further diminished. Though the Gods seethed with impotent rage, their efforts proved futile. The "Nora Code" stands as one of Levi’s most cherished contributions to civilization. As a transmigrator who arrived later, he lacked the opportunity to impart numerous pithy sayings like Sauron did. Nevertheless, in his previous existence, he pursued legal studies, delving into both domestic and international jurisprudence. Coupled with his extensive life experience, spanning over five millennia, and all that he had witnessed and heard. The compilation of a comprehensive legal code was, therefore, an inevitable undertaking.
