The water dragon, along with the Wanderer siblings Ryeon and Cho, delivered the message to Third General Wooho, who was easily manipulated by the fabricated evidence of the Dragon King's supposed suffering and the second Emperor's treachery. Convinced, Wooho resolved to lure the second Emperor into a trap.
