Cale successfully subdues Island 19 and captures Mujeon, a sworn brother of the dead Dragon King. Ebo, the younger brother of General Ferry, is freed and contemplates aligning with Cale. Cale reveals the Third General's plan to use the Council of Seventeen to seize power and proposes to Ferry that they use the plan against the Third General instead.
