High Lord Dirar of the Southern Steppe agreed to raise armies but demanded assurances of his autonomy and the right to judge his own officials. Empress Nyrielle offered a personal guarantee of his life should he ever betray the empire, while Ashlynn clarified the empire's structure, explaining that while the Verdant Hills and other regions would be distinct 'Hearts,' Dirar would rule the Southern Steppe as a 'Lord of the Blood' within the empire.
