Strongest Necromancer System Chapter 810: Your World Is Holding You Back
Previously on Strongest Necromancer System...
To establish the Primordial Treaty and convene the council, an agreement was struck with the Elder Worlds, granting them a measure of influence in the council's decision-making processes. On Earth, the members of the Council of Nine and One would assume the roles of Presidents for their respective Domains. Concurrently, representatives from the Elder Worlds would hold positions as Senators, wielding considerable authority. An earlier trial involving the user and the former Overlord Rubik was slated to be handled by the High Table of the Elder Worlds within the Sixth Domain. However, the council took charge of the matter simply because it concerned one of their own members.
The system abruptly presented this explanation, prompting an understanding hum from Jason. So, the Elder Worlds were essentially tasked with managing minor issues since the Council's capacity was limited! Jason pondered if Avaran had also been affiliated with this High Table of Elder Worlds. He was aware that the Avarans possessed significant strength prior to the war against the Primordials, making it improbable they wouldn't have held some form of authority over the Primordial Expanse.
[The user’s origin world, Avaran, is part of the first Domain. The user’s father was actually presented with the chance to lead the Council of Nine and One, but he declined, believing C’thlyanu would be a more capable leader. Prior to their conflict with the Primordials and subsequent dispersion across the Primordial Expanse, the Avarans functioned as the Secret Watchdog for the Council of Nine and One, tasked with penalizing any Council member who transgressed the Primordial Treaty.]
Upon reading this, Jason emitted an amused scoff, a surge of pride unexpectedly welling up from deep within! He should have anticipated that Avaran would possess such influence within the Council! Yet, Jason’s gaze shifted towards C’thlyanu, and an undeniable curiosity arose regarding his father’s conviction that C’thlyanu would be a superior leader. Was C’thlyanu truly that formidable, or was there some other quality C’thlyanu possessed that enabled him to govern the council so effectively? In fact, Jason began to question C’thlyanu’s ultimate objectives.
’The system identified C’thlyanu as the Celestial of Order, correct? But no further details were provided. I recall the system informing me about the Celestials long ago. Each celestial commanded power capable of rending the fabric of the mortal plane, and they typically resided in the Celestial Plane, as their mere presence in the mortal realm would annihilate all surrounding life. However, some celestials eschewed ascension. What did the system term them… Fallen? Yes, the Fallen Celestials. I wonder if C’thlyanu is one of these Fallen Celestials. This mist isn't his true form, meaning his actual body resides somewhere within the First Domain. Why is he present in the mortal plane, and why has everyone readily accepted his existence and allowed him to govern the mortal plane?’
Jason’s thoughts raced, delving into the true origins of the Council's leader. It wouldn't be an exaggeration to state that C’thlyanu was the most influential figure across the entirety of the Primordial Expanse! Despite his limited understanding of C’thlyanu, Jason couldn't shake the feeling that he wasn't inherently bad, or at the very least, not malevolent. Richard placed his trust in C’thlyanu sufficiently to appoint him as the head of the council, so Jason would rely on his father's judgment for the time being. Nevertheless, Jason harbored no doubt that C’thlyanu possessed a multitude of secrets, and he disliked being kept in the dark about an individual wielding such significant influence. Jason made a mental note to investigate C’thlyanu further, with the immediate priority being to ascertain the precise meaning of being the Celestial of Order.
However, before Jason could pursue this line of inquiry further, C’thlyanu suddenly interjected, responding to Baron Skarr’s earlier remark.
"Yes, that is one aspect. However, in addition to elevating the inhabitants of your world, you must also establish absolute dominion over it and its people. I understand your world is divided into continents and various nations, each with its own leaders. You must ensure these leaders collectively and unanimously recognize your position as their supreme ruler and Overlord. This unified understanding will allow for the swift resolution of any issues through your authority. It is crucial for an Overlord to maintain a firm grip on the worlds they govern, lest things spiral out of control. Now that you are the Overlord, any problem not promptly addressed will reflect poorly upon you."
C'thlyanu articulated these points in a calm, easygoing manner, yet Jason could discern the deep seriousness underlying his relaxed demeanor. Jason recognized that C'thlyanu was emphasizing the critical importance of these matters! A leader cannot afford to be ignorant of those under their rule, nor can they claim innocence when things go awry! If you are the captain of a ship, you bear responsibility for every occurrence aboard, and it is your duty to ensure all crew members remain in line!
'So, in essence, I need to bring about world peace? Dealing with the old geezers who lead these countries is going to be a massive headache. Just thinking about it is already irritating.'
Jason let out a low hum as this thought surfaced, clicking his tongue before nodding at C'thlyanu to signal his comprehension. Jason already had a plan forming in his mind and intended to start its execution upon returning home. Cthlyanu expressed his satisfaction upon seeing Jason grasp the implications and then spoke again.
"Now, I believe Earth's population was just under five billion, with approximately fifty million individuals capable of wielding mana. Therefore, for Earth to achieve recognition as a Rank III world, it must boast at least five TITAN Rank individuals, five hundred SSS Rank, five thousand SS Rank, and fifty thousand S Rank cultivators. The time limit for accomplishing this task is one year, and only upon its completion will you be fully acknowledged as the Overlord of the Sixth Domain."
[A/N: The population of Earth has decreased due to the numerous individuals lost from Gate ruptures over the past decade.]
Jason let the numbers sink in, nearly forming a frown. Of all the requirements, securing five TITAN Rank individuals presented the greatest challenge. Jason and Gina already held TITAN Rank, meaning they required only three more. However, a decade had passed since the first Gate appeared on Earth, and yet the most powerful mage on the planet was merely SSS Rank. The people of Earth revered him as if he were a demigod! The other Rulers of Earth were in the SS Rank, and those below them were even weaker! This could only indicate that Earth's mages were progressing at an exceedingly slow pace.
'It's either that, or they are simply far too cautious in their combat approaches.'
