Steve followed Fury's coded message to a restaurant, where he found Bruce Banner. Fury revealed he was dead and gave Steve a flash drive. As Banner began decryption, a tracker activated, alerting SHIELD. Banner managed to complete the decryption and upload the data before the STRIKE team arrived. He bluffing them into leaving by pretending Steve had already departed, allowing Steve to escape with the information.
