Aditya and Athena returned from the Pocket Dimension after slaying the Goblin King and gathered the family for an urgent meeting to recount their findings about the enigmatic organization. They disclosed the long-reaching schemes of Leo, a man who has lived for over a million years, and his master who used the Pearls to divide the world into continents, now slumbering in a cocoon while Leo oversees the next cycle. The discussion highlighted worries over traitors among continental powerhouses, the organization's control of three Pearls, and the imperative to stop them from obtaining the fourth to avert a world-altering catastrophe.

"Spencer, we need to increase our military budget." Aditya refused to leave anything to chance. His Empire along with its allies had to ready themselves for the dangers lurking ahead. He sensed deep down that this situation would not resolve without violence.

Besides that, the prophecy from the Origin dragon lingered in his mind. To confront the upcoming perils, he urgently had to unite all Dragons and Dragon clans worldwide under his banner. Preparations for the unavoidable war were essential too.

"I was just about to propose the same." Now that Spencer knew the full story, he realized the Empire's current power barely scratched 10% of what was required to challenge those ancient fiends from the Organisation. Leo had existed for more than a million years. Imagine the hoard of treasures and arms he might have amassed in all that time?

At minimum, the Empire needed enough might to protect itself. Their key edge lay in the fact that High Order cultivators, upon entering the Six Continents, found their cultivation capped at Peak 5th-order.

"By how much do we raise our budget?" Spencer inquired, glancing at the document he held. He had originally intended to recommend a fifty percent hike.

"Triple it," Aditya answered promptly, without a second thought.

For a brief moment, Spencer hesitated. Aditya's figure was way beyond his expectations. Yet, seeing the composed look on Aditya's face, he grasped that this choice had been carefully considered.

The Istarin Empire's military spending wasn't as massive as outsiders might imagine. In contrast to other realms, they avoided huge outlays for acquiring pills and potions from abroad. Their own facilities handled production, often yielding surpluses that they exported to allies and rival empires.

However, circumstances had shifted dramatically now.

"Prioritize enlisting additional troops across the three continents," Aditya went on. "Our existing forces fall short these days."

Spencer agreed with a nod and started jotting notes.

"Yet recruitment by itself won't cut it," Aditya pointed out. "Fresh recruits lacking cultivation aids prove worthless in combat."

To advance, every warrior required pills, potions, and training aids. Absent those, even a swollen army stayed feeble.

"Ramp up the output of cultivation pills and potions," Aditya instructed. "Divert extra funds to the alchemy divisions. If necessary, we'll acquire supplies from foreign traders."

Spencer meticulously recorded each directive.

"Weapons are another priority," Aditya pressed on. "We must boost mass manufacturing."

Though the Istarin Empire's blacksmith guilds were robust, their production volume couldn't yet match the immense size of the Istarin forces.

"Emphasize crafting more basic weapons and armor for the ranks. Simultaneously, accelerate the making of superior arms such as the Solar Beam. Such devices could sway the tide in epic clashes." A single Solar Beam had the power to fell a 5-star cultivator.

Spencer shifted in his seat and nodded once more.

"Should our output fail to satisfy needs, procure from outside vendors," Aditya supplemented. "Ensure we're not getting ripped off, though."

Wealth filled the Empire's coffers, yet extravagance had no place there.

"We require additional flying ships too," Aditya declared. "Mobility and sky dominance grow ever more vital. Expand the fleet across key areas."

Spencer added that to his list as well.

"Moreover, bolster defenses in all major cities," Aditya proceeded. "With our domain stretching over three continents, every key settlement must stand strong on its own. Enhance protective arrays, reinforce urban patrols, and upgrade monitoring systems."

"Yes, Your Majesty," Spencer responded.

Aditya took a short break before resuming.

"The Imperial Army reporting straight to me can't effectively utilize the entire budget!" Spencer raised his gaze and nodded. Overrecruiting Imperial soldiers would create headaches.

Building too many new installations would lead to overcrowding. Distributing resources proved wiser.

"Thus, we'll allocate part of the funds to the nobility," Aditya explained further. "Nobles already bear the duty to sustain a specific troop count tied to their status and lands.

Extra capital would allow those lords to enlist more men and fortify their personal armies, thereby bolstering the overall Empire.

"But emphasize this point clearly," Aditya's voice turned stern. "No gold coin can be squandered."

"We'll implement rigorous oversight mechanisms," Aditya stated. "Monitor all expenditures. All acquisitions. All enlistments."

"Punish any lord or bureaucrat caught diverting funds on the spot." Corruption found no tolerance in this realm.

"Boosting the military funds doesn't justify sloppiness," Aditya warned. "Each coin demands precise allocation to vital needs."

Spencer shut the report and nodded resolutely.

"Understood, Your Majesty."

"I will leverage my contacts to secure superior bargains." Rather than the Istarin Empire handling weapon purchases, Alicia would step in. Her negotiation skills were unmatched. Under her lead, the Empire could even cut costs through smart deals.

"Then I'll entrust this task to you." Their intimacy made a simple thank you seem improper.

Indeed, her involvement eased his worries greatly. Spencer too felt unburdened, as it lightened his load. Ultimately, negotiations would have fallen to him, but Alicia's role freed him from that duty.

Aditya shifted to other urgent issues demanding immediate action. "Also, choose a fresh group of 20,000 troops, with 10,000 as Imperial soldiers and the other 10,000 under noble oversight. It's time to expand our Dragonian ranks."

"I instructed the seven generals to compile a roster of candidates they deem fit for Dragonian status, judged by their achievements and devotion."

"Starting tomorrow, I'll proceed to augment our Dragonian forces." Daily, Aditya could extract a safe amount of his divine blood drops. Thus, converting 20,000 soldiers into Dragonians posed no problem.

"Additionally, compile a roster of the elite Dragonians with substantial contributions. I'll bestow extra drops of my divine blood to let them ascend to Higher Dragons." Each advancement would amplify their power.

"Watson and Alfred, assist Spencer during this vital period." The pair eagerly agreed to help.

"What about us?" Bree and Mateo felt compelled to inquire.

Aditya eyed the duo. Their time here had evidently strengthened their connection.

Mateo stayed somewhat withdrawn, while Bree spoke bluntly. Aditya viewed it as an ideal match.

"Concentrate on your cultivation." Aditya was aware a colossal conflict loomed.

"If either of you requires cultivation materials, come to me without delay." Julia offered with a warm smile.

"Thank you, sister Julia!" Bree expressed her appreciation. Since arriving, she had never wanted for cultivation aids. Furthermore, the Mana richness in the Dragon Palace rivaled that of the Main Continent.

She now received rarer resources than back in her sect. Guidance came when she hit roadblocks. Training partners appeared as needed.

In essence, she wanted for nothing. In merely two weeks, her power had surged impressively.

"Alright! That wraps up the meeting. Any questions?" Aditya surveyed the group and posed the query.

"Aditya, if you ascend to Emperor of the Celestial Dragon Empire, will you unite both realms?" Alicia had to voice her curiosity. For millions, perhaps billions, this dilemma seemed enviable. Yet for Aditya, it sparked a profound dilemma.

At that instant, he truly grasped the burdens of triumph.

The Celestial Dragon Empire boasted roots stretching nearly 500,000 years back. A legacy so profound couldn't simply fold into the Istarin Empire. Meanwhile, the Istarin Empire rose from a modest Dynasty under his vision. He balked at dissolving it into the Celestial Dragon Empire as a mere branch.

Noting his troubled expression, the women smiled softly. To them, it spelled joy.

"I will decide when the time comes." Aditya resolved to keep distance from the Celestial Dragon Empire. Only this familial tie dragged him toward the throne he avoided.

If possible, he'd install a proxy as ruler. But solely those of the Royal Bloodline qualified for Emperorship. Else, the Imperial Throne and Crown would reject them as true sovereigns.

Concurrently, he recognized the need to elevate the Dragon Palace to level three for his family's safety during his absences. Procrastination on this was no longer feasible.

"Time to Upgrade the Dragon Palace."
