It understood perfectly: the times had changed.

It even harbored a premonition that the era of gods and demons was drawing to a close.

These ephemeral beings were poised to rule the world.

Even the astral realm would be powerless to stop them.

It observed an incredibly unified force, not like insects, but far superior. The loyalty these individuals held for the Chaos Emperor or the Supreme Council rivaled that of believers to their deities.

Moreover, their devotion was genuine.

For they had witnessed miracles unfold.

They had seen generations of relentless effort.

They held an unwavering conviction: this was the era of Nora!

Upon the city ramparts, a Monarch radiating a Level 10 Late Stage aura furiously retorted:

"Blood Sea, should the Supreme Will return, you shall meet a miserable end."

"You choose to place your trust in these mortals over Nightmare?"

"The very world we inhabit is the embodiment of the Supreme Will!"

The Blood Sea Mosquito Lord let out a sigh:

"I have said what I needed to say. I simply wish to spare you from death."

It retreated into the ranks, a sense of relief washing over it.

How fortunate it was to have surrendered swiftly.

Now, it enjoyed the deep trust of the Dusk Monarch.

"You are mistaken. The Nightmare World is not the body of the Supreme Will. You Monarchs, Lords, and countless Nightmare Creatures, *you are* the Nightmare World! Without your inherent power, how could an individual entity give rise to such a vast realm?

While you were indeed created by Nightmare, the instant you came into being, you became independent, complete beings. This world is *your* world, not its! The so-called Supreme Will is merely a parasite, draining your strength.

This Nightmare Lord, capable of wielding Supreme Will, possesses powers you too can command! You can continue to exist within the Nightmare, to remain as its embodiments of fear.

The only entity that must vanish is the Nightmare Will!"

Fingal's words sowed seeds of doubt among some Nightmare Creatures.

They suddenly perceived a crucial flaw in their understanding.

Throughout their brief existences, most creatures seemed to have had no direct connection to the Nightmare Will.

Beyond a select few within the higher echelons, no one had ever directly seen the Nightmare Will.

Why then must they blindly obey its dictates?

Why rush headlong into certain destruction?

Dying without even knowing who they served.

From beginning to end, their only true limitations were those imposed by their bloodlines.

The Nightmare Will, they believed, was their heaven, their Creator.

It could do anything, know everything.

Yet, in reality, the Nightmare Will didn't appear all that powerful.

If it were, it would not have abandoned the world it birthed.

In this universe, absolute omniscience and omnipotence simply do not exist!

Time ticked by relentlessly.

Subjected to the dual pressure of enticement and coercion.

Finally, one Monarch, unable to bear it any longer, declared:

"I surrender."

With one breaking ranks, the situation became considerably less dire.

The remaining Monarchs followed suit, surrendering one after another.

Only one, the Level 10 Late Stage individual, remained resolute.

This was because they had personally encountered the Nightmare Will in the past.

A nearby Monarch urged,

"Surrender. The great tide has irrevocably turned."

"Indeed, they have reached Nightmare City, yet the Supreme Will has made no appearance."

"Precisely. We are merely discarded pawns."

Witnessing this turn of events, the strongest Monarch sighed and yielded,

"I too, surrender."

Fingal offered a smile.

To this point, the Nightmare Will had still not shown itself.

That old entity proved remarkably resilient.

It seemed utterly indifferent to the fate of the Nightmare World.

Shedding its physical form, maintaining its eternal will.

Subsequently, numerous Monarchs and Overlords pledged their allegiance.

Fingal transformed into the Nightmare Black Dragon, descended upon Nightmare City, and planted the Black Dragon Flag!

Nora, the Underworld, and the subjugated Nightmare Monarchs began discreetly forming a new governing body for the Nightmare World within Nightmare City – the [Nightmare Council]. Unanimous agreement was reached appointing the authentic Nightmare Creature, [Dusk Monarch], as the [Grand Council Chairman].

Up to this juncture, Nora's 79 Level 10 powerhouses (Fingal included), the Underworld's 214 Nether Emperors, 101 Monarchs who surrendered from beyond the Nightmare Realm, and 26 Monarchs who submitted from within, totaling 127 Monarchs, jointly constituted the high command of the Nightmare Council.

These individuals formed the initial cadre of 420 Nightmare Co-Masters.

The authority vested in the Nightmare Council was strictly confined to the oversight and safeguarding of the Nightmare World, operating under the purview of the Nora Council. Should any Nightmare Monarch render distinguished service during the ensuing Civil War, their admission into the Nora Council could be proposed, pending the endorsement of both the Nora Council and the Grand Council Chairman.

This was a provisional administrative body.

Its primary function was to confront and subdue rogue Nightmare Wills and any surviving factions.
