After receiving the "Panshi" sword from Ouyegan and arranging for a potential meeting between Ma Baoli and Miss Rong, Liu Zheng spends his last half-hour in the city. He promises San Huamao a trip to the sea and leaves the Sphinx and the cat to explore while he stands guard outside the Clinic. Liu Zheng then encounters the Queen and boasts about his busyness, revealing he possesses the Supreme Councilman's diary.

Liu Zheng let out a sigh.

"Boss has already done a lot, thank you, Boss."

Xi He still wasn't very fluent when she spoke, but she was sincere enough.

"Mm. Let's go back to the sewer."

Liu Zheng patted her on the head; her hair was so greasy you could stir-fry with it.

"Or maybe you guys should take a shower first?"

He hesitated for a moment before saying.

"Go down, wash in the Underwater River."

Xi He said, a little embarrassed.

"Wash my ass in the Underwater River, the more you wash there the dirtier you get."

Liu Zheng was pissed and amused.

He called Jinzi and asked her to send people over to take the Xi Family Army to "Jidao Public Bath" for a bath.

Even if it wouldn't last long before they got dirty again, that wasn't a reason not to do it.

What people call eternity is just countless moments stacked together.

By the time Liu Zheng sent the freshly washed Xi Family Army back to the sewer, the Sphinx and San Huamao had also returned.

"So? Had fun?"

He asked with a kindly smile.

"Super fun, meow!"

San Huamao shouted back, then immediately leapt into his arms.

"So where did you two go play?"

Liu Zheng asked as he rubbed the fur on its belly.

"We went outside the city to catch birds, meow."

San Huamao spoke while sticking out its little tongue; looked like it really had gotten a lot of exercise.

"Damn, you two sure ran fast."

Liu Zheng clicked his tongue.

The Clinic was nowhere near the outskirts, and that was not even counting the time to catch birds.

"Big Cat can fly, super amazing, meow."

San Huamao gestured, imitating the Sphinx flying.

"Yeah? That is pretty amazing."

Liu Zheng's gaze swept over the Sphinx's two wings.

"Don't even think about it, human. There is no way I'm carrying you while I fly."

The Sphinx saw right through his thoughts.

"Tch~"

Liu Zheng curled his lip.

"Liu Zheng, I saved one for you, meow~"

San Huamao proudly produced a small bird that was already dead. It looked a bit like a parrot, but its feathers were much fluffier, its body chubby, looking both pretty and delicious.

"What a waste."

Liu Zheng said regretfully.

If it were still alive, he could have given it to Yuan Baoer. No girl can say no to a fluffy little chick.

"Yeah, what a waste."

A voice came from a distance.

Liu Zheng looked back and saw a man in a green uniform walking toward them.

As he came closer, Liu Zheng saw on the upper left of the uniform a pattern made up of flowers, lizards, birds, and little fish.

"Biology Administration Bureau!"

The Sphinx recognized it at once, its airplane ears immediately flattening down.

For rare animals like it, the Biology Administration Bureau was both a protective umbrella and a grim reaper.

They usually wouldn't execute rare animals, but they had punishments far scarier than death.

For example, endless breeding.

"Ando Sphinx, Sphinx, mythic species, Bloodline purity 99.63%..."

The man in green read the Sphinx's information off his phone line by line, and its ears drooped lower and lower.

"Ahem, sir, officer."

Seeing things going south, Liu Zheng hurriedly cut in.

"What do you want to say, Liu Zheng."

The man in green looked at him.

"You know me?"

Liu Zheng was a bit surprised.

"I was the one who cleaned up that sand worm corpse."

The man in green replied.

"Well now, what a coincidence. Come on, sir, have a smoke."

Liu Zheng pulled out a pack of Devil Brand cigarettes and offered it to him, and as he did, he slipped a wad of cash into the man's pocket.

"I don't smoke."

The man in green pushed the cigarettes back.

"Not smoking is good, not smoking is healthy."

Liu Zheng said with a smile.

If he wouldn't take cigarettes, money would do.

"Sir, what's your honorable surname?"

He asked.

"You can call me Bird Cage."

The man in green replied.

"Nice name."

Liu Zheng complimented.

"Do you know why I'm called Bird Cage?"

Bird Cage asked.

"I don't. Please enlighten me, sir."

Liu Zheng said respectfully.

"Because when I was a kid I raised a bird, and the cage wasn't sturdy enough so it got smacked apart by the cat my dad kept, and the bird got eaten by the cat. So I swore that when I grew up I'd become the toughest bird cage, to protect all birds from being eaten by any cat."

Bird Cage's eyes gradually turned cold.

Feeling the killing intent rolling off him, the Sphinx and San Huamao both switched into Thorny Dragon mode.

"Ahem, well, birds eat bugs and cats eat birds, that's just one link in the food chain. As long as they're not eating somebody's pet, it's not totally incomprehensible, right?"

Liu Zheng argued.

"Makes sense. But they ate a bird that's on the Metropolitan Species Protection List, and that I can't ignore."

Bird Cage said.

"For example, the one in your hands is a Level-Two protected species, the White Feathered Red-tailed Parrot."

He pointed at the parrot's corpse as he spoke.

"..."

Liu Zheng was kicking himself inside.

Even the most well-behaved cat is still a cat; cats are born suicidal, how could he have forgotten that.

And he'd even let the Sphinx take San Huamao out to play: big cat plus little cat, double the suicidal energy.

"Well, um, sir, please don't be mad. These two are uneducated and ignorant of the law; they really didn't mean it. Maybe we can just pay a bigger fine?"

Liu Zheng said as he offered up a piece of Gold.

Compared to cash, Gold delivered a much stronger sensory hit.

"You really are as rich as the rumors say. I don't quite get it—if you're this loaded, why are you still working as a delivery guy for Bloody Restaurant?"

Bird Cage asked.

"Just think of it as a personal hobby."

Liu Zheng shrugged.

"Heh, if you don't want to talk, forget it. According to the Metropolitan Species Protection Law, the Sphinx is to be sentenced to at least ten years in confinement and forced to produce two offspring, while this little cat will be executed outright."

Bird Cage said coldly.

San Huamao was no weaker than the Sphinx, but since it wasn't a rare species, it was worthless in the eyes of City Hall.

"Sir, can't you bend the rules a bit?"

Liu Zheng slipped him two more pieces of Gold.

"I don't like cats, but I have a decent impression of you. On a normal day, seeing how generous you're being, I might have cut you some slack."

"Unfortunately, this is a special time. Every move we make is under countless watchful eyes. I can only do things by the book."

Bird Cage said.

Taking money and not doing anything wasn't called taking; it was called confiscating.

"Please, think of something. Otherwise I'll have to go find someone else, and then you'll have to share the benefits with them. You wouldn't be happy about that either, right?"

Liu Zheng said, soft words with a hard edge.

"I know you're with the Refuse Pet Faction, but they're not exactly the majority in the Biology Administration Bureau. Hm... guess it's not impossible."

Bird Cage suddenly changed tack.

"I'm listening, sir."

"Our main front is over at the Great Desert, you know that, right?"

Bird Cage said.

"Yeah, and I also know the species in the Great Desert are in open revolt."

Liu Zheng said.

"That's right, you're pretty well informed. If you can find out the cause of, or resolve, the species riot, the crimes those two committed will be written off."

Bird Cage said.

"Assisting City Hall is every citizen's duty; I just worry I'm not up to it and might hold you guys back."

Liu Zheng put the feathered cap on first, then took it off.

"You were just a spare piece in our game anyway. If you pull it off, that's a bonus; if you don't, we don't lose much, but those two will be in deep shit."

Bird Cage said, pointing at the two cats.

San Huamao could still hide in the restaurant and not come out, but the Sphinx had nowhere to hide.

"Can I ask why you picked me?"

Liu Zheng asked.

Even a sudden whim had to have a reason.

"First, you're strong enough, you've got decent character, and we've got something on you."

"Second, you're a delivery guy for Bloody Restaurant; that identity lets you move around way more freely than we can."

"Third, you're a member of the Refuse Pet Faction. If you screw up, we can just pin it on them."

Bird Cage laid out the three points directly.

"Sounds pretty reasonable. You weren't eyeing me long in advance, were you?"

Liu Zheng suddenly had his doubts.

"Don't flatter yourself, Liu Zheng. We've recruited a whole bunch of outside help like you. You're just one of them, and you don't even get paid."

Bird Cage said with a sneer.

"You could still throw in a little something."

Liu Zheng said with a smile.
