Following the decisive victory over the Great Xi Clan and the elimination of their Supreme Being, Yuan, the Blue Star has entered a new phase of dominance. With the rise of multiple new Small Universe-grade powerhouses, Xu Tui has orchestrated a calculated campaign to systematically neutralize threats across the star fields. As the opposition forces face widespread defeats, Qiao An is left to confront the crushing reality of her people's vulnerability. The shift in power concludes with Xu Tui arriving at the Muya Holy Land in a display of overwhelming strength.

Meanwhile, Qiao An’s primary focus remained on her own survival, a condition now tethered entirely to the whims of Xu Tui.

“Your Holiness Qiao An, don’t you agree that this holy sanctuary, personally erected by Hei Yang, has outlived its purpose? What are your thoughts?” Xu Tui inquired with sudden abruptness.

A look of bitterness washed over Qiao An. Was he truly seeking her opinion? In reality, once Xu Tui had set his mind on something, her perspective was redundant. She knew the conclusion he had already reached: Hei Yang’s legacy had no place in the future. “Indeed… you are correct, there is no need for it to remain,” she conceded, masking her inner turmoil with a pained expression.

Xu Tui gave a subtle nod. Eradicating the influence of Hei Yang and dismantling this foundation was a non-negotiable bottom line. “By the way, Your Holiness Qiao An, regarding Planet Hades…” No sooner had he uttered the words than horror dawned on Qiao An’s face. Indignation flashed in her eyes, quickly followed by a sense of deep betrayal. “Commander, you swore! You gave me your word.” Her anxiety was palpable. Fear had consumed her because Xu Tui had previously guaranteed the safety of the Muyas’ homeworld. But now, it seemed, everything had changed.

Observing her fierce yet desperate reaction, Xu Tui felt a mix of pity and absurdity. Such was the tragic plight of the weak. Not long ago, the Blue Star had existed in that very same vulnerable position, but after a trail of blood and sacrifice, the tide had turned in their favor.

“What kind of look is that? I am simply asking you to gather every historical manuscript from Planet Hades, the more ancient, the better,” Xu Tui clarified.

Qiao An found herself momentarily speechless.

On March 19, 2144, the Blue Star Expeditionary Force convened an intimate resolution summit to chart the course for extra-terrestrial advancement. The attendees were few: Xu Tui, Cai Shaochu, Shang Long, Erera, Qu Qingshan, An Xiaoxue, Wen Xinglun, and Mei Sen.

The sole agenda was the strategic roadmap for the Blue Star’s expansion into the stars.

Having successfully swept across the Milky Way, the Blue Star had effectively dismantled the established cosmic minor powers. It was now clear that the star sectors belonging to the Spiritual Race, the Great Xi Clan, and even the Muya Clan would soon fall under the jurisdiction of the Blue Star humans.

This signaled a new era of freedom for both the Blue Star Elites and the universe at large.

The logistical hurdle lay in managing five to six hundred habitable worlds and the extraction of countless resource-rich planets, many of which remained uncharted.

How should the Blue Star govern this growth?

After deliberating for half a day, several key resolutions were finalized.

First, the Blue Star Extra-terrestrial Expeditionary Force would focus exclusively on seizing planets harboring cosmic tunnels. Systematic progression outward from the solar system was deemed far safer than reckless, rapid expansion.

Second, a mass migration of the human population was mandatory. Blue Star settlers needed to maintain a significant presence on all occupied colonial worlds.

Third, a highly aggressive birth rate incentive program was launched. The Blue Star committed to covering all costs for every child from birth through the age of 22, encompassing sustenance, clothing, education, medical aid, transport, and foundational Cultivation resources.

Furthermore, any couple choosing to conceive would be granted Level A citizen status. (Note: The new citizen grading system runs from F to SS; while icons like Xu Tui and Erera hold Level SS, Level A was previously limited to senior government officials in Huaxia).

Parents with two children would both enjoy Level A status, essentially providing them a comfortable life without the necessity of employment. Three children would grant the household additional Level B status and a complimentary domestic robot. Four children would yield two such machines. For five or more children, families were eligible for planetary immigration, and the mother would be elevated to Level S.

...

This initiative represented an unprecedented surge in pro-natal policy. Provided the citizens were willing to bear children, the Blue Star would assume responsibility for the entire family chain. The administration possessed the confidence to support this; the universe held vast stores of resources waiting to be claimed, and with an expanding population, that wealth was only a matter of time.

Fourth, strict regulatory frameworks were implemented for robots, requiring safety protocols and mandatory self-destruction safeguards to prevent potential uprisings.

Fifth, they decided to assimilate members of the Spiritual Race, the Muyas, and the Great Xi Clan into society, with preliminary plans to designate them as the 57th, 58th, and 59th ethnic groups of Huaxia.

...

With these decisions reached, the future of the Blue Star was set.

Xu Tui discovered that with his primary objectives met, he suddenly found himself adrift. The Blue Star was never short of capable managers or industrious citizens. With systems operating smoothly, his role as commander had become largely ceremonial, often requiring little more than his signature. Consequently, his lifestyle underwent a transformation. Beyond his personal efforts with An Xiaoxue to begin a family and enjoying home-cooked meals with his parents, he dedicated his time to investigating lingering mysteries.

Among these were the secrets of the battle for the Great Dao mentioned by Little Six and the Heavenly Emperor Gou Chen, alongside the enigmatic origins of the Muyas, the Great Xi Clan, and the Spiritual Race.
