I Arrived At Wizard World While Cultivating Immortality Chapter 859: The New Education Reform, Part Two

Inwardly, Jie Ming could not help admiring it.
“A fine combination indeed.”
The mentor beside him heard that and could not help asking, “Wizard Jie Ming, do you think this plan is workable?”
“There is no technical problem whatsoever.” Jie Ming nodded. “So all that remains to be solved is standardization and scale. Once the process has been fixed in place, the cost should come down to a very low level.”
At this point another mentor raised a question. “Since the cost has already fallen this far, why not recruit every child as a wizard apprentice?”
“Two reasons.”
Dean Avery Knight opened another file. “Our experiments and research have found that for an ordinary person with no wizard talent at all, use of the Blood Sacrifice Method does not raise talent. On the contrary, it causes the individual's death.”
“Judging by the experimental results, if the target's own soul talent is too low, the Blood Sacrifice Method develops a problem of misallocated resources during the strengthening process… or perhaps it cannot properly be called misallocation. When soul talent is extremely low, the talent of the body is naturally the stronger of the two by comparison, so the overwhelming majority of the Blood Sacrifice Method's power goes into strengthening the body.”
“But the problem is that an ordinary person's soul talent is inadequate to begin with. With the physical body over-strengthened, the soul proves unable to command it, and in the end…”
Dean Avery Knight did not go on, but everyone present understood the outcome.
They had witnessed it countless times already on test subjects. The only result of a body running out of control was mutation, or even death.
Jie Ming nodded slightly as he listened. This counted as the greatest problem the Blood Sacrifice Method currently had.
For wizards, though, the problem was not in fact unsolvable. Quite the opposite: from the standpoint of the wizard civilization's development, the limitation hardly counted as a real limitation at all.
The major wizard powers had, after all, been carrying out a ceaseless stream of optimizing modification on the human populations under their command.
Back when he was not yet a formal wizard, Jie Ming had taken part in missions to disperse aptitude optimization potions.
Under sustained aptitude optimization, across dozens or even hundreds of generations of adjustment, a human population's average aptitude would keep rising.
Until one day, the overwhelming majority of newborns would possess wizard talent.
In fact, the cluster of planes under Noren Academy No. 1 had already reached that level.
Pair that with the Blood Sacrifice Method, and it was entirely possible to bring everyone on an entire plane up to the starting line of tenth-level talent!
“What is more, by our projections, even if we truly did turn every newborn into a wizard, it would not necessarily be a good thing.” Dean Avery's words drew Jie Ming's attention back.
“Because of what wizards are by nature, if everyone became a wizard the social structure would undergo enormous upheaval. The other population problems that would follow go without saying; the main one is that the birth rate would fall drastically. And with the population lacking any subsequent replenishment, the growth of the whole power's overall strength would decline rather than rise.”
Jie Ming was silent, then nodded.
It was indeed as the dean said. Two groups mattered most to the wizard civilization: wizards of the eighth level and above, and mortals in absurd numbers.
In fact, if ninth-level wizards were struck out of the former group, then for the wizard civilization the eighth-level wizards as a body were not necessarily more important than mortals at all.
To put it in extreme terms: if one day every ninth-level wizard and every mortal in the wizard civilization vanished, the civilization would in all likelihood meet its end.
Or if it barely survived, it would be left in ruins.
But if only the ninth-level wizards and all the mortals remained, then given a little time the wizard civilization could still recover its glory.
So even if some wizard power really could give every newborn wizard aptitude, that power would not throw the gates open to a wholly wizard populace.
They would most likely still control the population structure artificially, preserving a vast non-wizard body as the foundation of their civilization.
Then a sixth-level mentor sitting in the front row spoke up. “Broadly speaking, any problem technology can solve is not a problem. What is genuinely troublesome is whether the academy will have enough hands once this policy is implemented.”
“With the number of apprentices rising sharply, the number of mentors, the training resources, the teaching space, even their subsequent promotion all have to be taken into account.”
Dean Avery heard him out, and a trace of a smile appeared on his face. “Those problems have all been solved. In fact, the reason the Workshop did not launch this policy immediately was precisely in order to solve them.”
He raised a hand, and one new proposal after another appeared on the light screen.
From academy expansion plans and automated laboratories to artificial mentor systems and resource quotas, and even new planar education bases, it could fairly be called complete in every particular.
Looking at these thorough plans, an excitement difficult to put into words gradually filled the conference room.
Growth in the number of low-level wizards, and of wizard apprentices too, benefited them personally.
Wizards, after all, made for extremely serviceable “workhorses.”
Dean Avery Knight waited for everyone to digest the news, and then his gaze crossed the crowd and settled on Jie Ming.
“However, in setting up this system, we still need someone to take the lead on the technical side.”
Jie Ming raised an eyebrow.
Exactly as he had anticipated, Dean Avery said it outright: “Wizard Jie Ming, how would it be if you were the one to build this system for the academy?”
Every gaze in the conference room turned toward him at once.
Jie Ming pointed at himself. “Me?”
“Yes. As the creator of the Blood Sacrifice Method, I cannot think of anyone better suited to take charge of the technical integration.” Dean Avery said it without the slightest hesitation.
“Your task is simple. The Blood Sacrifice Method, clone cultivation, fetal soul sampling and the final aptitude testing: you need only integrate them into one standard process capable of running over the long term.”
One mentor could not help laughing. “Dean, is that not rather a waste of great talent on a small task?”
Dean Avery Knight glanced at him, his expression perfectly serious. “It is a waste of great talent. That is because this matter is important enough to warrant it!”
The mentor shut his mouth at once.
Jie Ming was silent a moment. From a technical standpoint the job really was not difficult.
The various technologies were all mature in themselves; it came down to establishing a standardized process, and at most to taking care that the whole system was designed to be stable enough, efficient enough, and to carry enough redundancy.
For him at this stage, it truly did not amount to a challenge.
But just as the dean had said, the matter was genuinely important.
More importantly, although he had carried the identity of a Noren Academy mentor all these years, the things he had actually done for the academy could be counted on one hand.
Jie Ming thought it over. Since the dean had raised it with him personally this time, there was no need to decline.
He let out a light sigh. “Very well. I will need full access rights to the relevant materials and technologies.”
Dean Avery barely hesitated. “No problem. Approved!”
“In that case, today's meeting is adjourned!”
