"Your Majesty, I believe there are numerous dangers tied to this plan." While the concept felt fresh and forward-thinking, it carried its share of hazards. In particular, the chance of sensitive information escaping from the seven divisions would increase.
"I understand. Yet I've also thought up various safeguards to guarantee that no secrets from the District of the Seven Divisions get out. In a couple of weeks, I'll advance to a 5-star runemaster. I'll handle the setup of multiple layers of arrays and formations myself."
"One key feature will be a barrier system blocking any non-member outsider from accessing the district from any direction. I've got plenty more concepts in mind. But right now, I want the building process to start immediately."
"But to handle a project of that scale, we'll need to clear out space," Alfred inquired once more.
"Azure will undergo yet another expansion to free up room. The city is already packed tight. Every wall section will shift outward. In that timeframe, the entire city will face heightened vulnerability."
"However, to reduce that exposure, we'll extend just one wall side at a time first. The new area opened up will then form the Seven Divisions district." In the past, the walls had been designed so each segment could extend outward from within. This setup didn't create weak spots between segments for enemies to breach.
Thanks to smart engineering and rune work, no one outside could spot where one segment ended and the next started.
Aditya intended to layer on extra defenses after the full expansion wrapped up. Now as a 5-star runemaster, he could incorporate advanced features to counter invaders, though such threats remained highly improbable.

After almost two years since its finish, it boasted the biggest and most thriving port across the Eastern Region, and perhaps the whole Dying Isle area.
A primary factor in the port's swift boom stemmed from the Istarin Empire's fair rules. Corruption had no place there, and justice applied equally to all. Traders flocked to conduct deals in this realm.
Beyond that, the city gained fame for trading Glass, top-grade honey, and magical fruits. Each of these items proved incredibly scarce and precious throughout the Six Continents.
"Your Majesty, could you explain what you mean by linking the two cities?" Alfred had visited that place several times. Azure City and High Tide Harbor City lay at a considerable distance.
'His Majesty surely isn't suggesting stretching both cities toward each other to merge into a single massive Mega City, is he?' Even should Aditya harbor that vision, it would prove fraught with peril and devour vast sums of gold. Undeniably ambitious, yet Alfred couldn't grasp how such an endeavor would stay secure.
"By connecting, I mean erecting, for example, 20 compact teleportation arrays linking the two cities. These arrays would pair exclusively with each other. As a result, travel time would shrink dramatically, making teleportation nearly instantaneous for users." The usual delay in teleportation activation arose from the array needing to lock in positions, coordinates, and link to distant arrays.
However, with just two fixed points for these arrays, operations would speed up and streamline greatly. Vast groups could shift between cities far more quickly.
"That could work. But why bother? Don't we already have plenty of teleportation arrays near the city?" Neither Watson nor Alfred saw the urgency. The proposal sounded solid, yet unnecessary.
"It's straightforward: I aim to shift population flow between the cities."
"With Azure City's ongoing growth, rental and land costs will keep climbing. That's unavoidable."
He set down the pen and gazed at Watson and Alfred. "Suppose I moved to Azure City as an ordinary folk. Sky-high rents would strain me badly. But fortunately, I could commute from another city for my job in Azure."
"Fortunately, teleportation fees between Azure City and High Tide Harbor City stay dirt cheap. Plus, unlike Azure, High Tide Harbor City remains compact, with rents far more affordable."
"Now it clicks." In essence, Aditya sought to ease access for the less fortunate to seek employment in the Capital. Opportunities for work and trade abounded there. Yet housing and rents came steep. Even if prices held steady for now, they'd surge eventually.
"Moreover, going forward, I won't expand Azure City further. The effort costs too much. Better to tie in another city and slash transport expenses to nothing." Alfred and Watson nodded in agreement. Aditya eyed the enduring heart of his Empire.
"For powering the teleportation arrays, we'll blend solar and Lunar Stones. These gems recharge gradually under sunlight and moonlight. It's cheaper and built to last."
Besides, Aditya envisioned making the arrays run autonomously. No soldiers would need to trigger them manually or input coordinates.
"Why not include an option for cultivators to feed their Mana into the array as backup power?" Alfred suggested. This mirrored a real practice in the Celestial Dragon Empire.
"Solid suggestion. Should the stones run low, Mana could step in."

The seven generals toiled around the clock, free of gripes or rest. They ranked as the most overworked military leaders across the six continents, highlighting their relentless push to shield the Empire from outside foes and inside dangers.
"Thank you, but reaching this stage first doesn't matter much to me." For Amber, leading the pack among generals held little weight.
"Sure, we compete with one another, but it's positive rivalry. I truly feel that hitting the fifth order peak matters less for us than excelling as ideal generals."
"That's a noble mindset. Still, constantly aiming for flawlessness or chasing perfection might lead to big setbacks. You get my point, don't you?"
Amber gave a nod.
"Yes. I grasp your meaning, and I fully embrace that true perfection eludes me always. Still, in my view, cutting down errors and ensuring my slip-ups cause minimal harm counts as modeling strong leadership, General." Aditya nodded back.
Amber and the rest had evolved tremendously. Hard to imagine these seven key commanders overseeing the Istarin forces once lived as slaves. Yet in under two years, they rose to become formidable Generals.
"I'm confident your present cultivation and illusion abilities let you overpower any strong fifth-order cultivator with ease."
"Yes!"
