"They're not," Daniel said calmly. "Some are high-level figures from the race bases. Some are information brokers. Some are connected to the Bloodstone City Rankings. A few might even represent the stronger factions in the outer layer."
Just as Daniel finished speaking, a soft commotion suddenly spread from the far side of the plaza. The noise wasn't loud at first, but it moved through the crowd fast, like a ripple crossing still water.
