Garrett escaped from his senior brother’s side back to his own room, writing and drawing. He filled one sheet of paper, then another, and decisively went out to hug his senior brother's thigh:

Archmage Byerbo sighed. He looked at Garrett with a face that seemed to say "You're here to swindle funds again, there's no budget for you in this wilderness," and took the papers, scanning them quickly:
The handwriting on the paper was wild and hurried, clearly written very quickly, and a bit slanted. Occasionally, a line would be scratched out, or a line would be circled and connected to a line below.
Despite the messy visual effects, the overall content of the document was still quite clear. The first line of the first page had a large title: Proof of Transmission Methods, followed by a full list of sub-items:
Respiratory transmission (placing a patient and a healthy person in the same room without other contact);
Digestive transmission (allowing a healthy person to contact the patient's excretions, then eating without washing hands, without other contact);
Contact transmission (allowing a healthy person to touch the patient's skin and used clothing, without other contact);Blood transmission (injecting a healthy person with the patient's blood, without other contact);
Vector transmission (placing a healthy person and a patient in interconnected rooms separated by iron bars, then introducing mosquitoes, fleas, lice, etc., without other contact)…
"Haven't you already driven away the mosquitoes?" Archmage Byerbo asked Garrett with a dark face, shaking the paper:
"You’ve already confirmed it's because of mosquitoes, so why do you need to do so many experiments?"
"What if I'm wrong?" Garrett righteously looked at him:

He listed several methods in one breath:

"Well, there are so many patients, managing, caring, and recording all need manpower—are you here to ask me for people? Or should I ask the other side for people? Besides recording their illness, everything else can be handed over to the Eagle God’s Kingdom..."
"But the houses must be built by your people, otherwise they won't meet my requirements. For example, all rooms must be equipped with mosquito repelling arrays to rule out vector transmission..."
"Alright, alright, I'll help you if it's really necessary after I finish reading." Archmage Byerbo interrupted, looking at the second sheet:
Prevention and Treatment.
His eyes suddenly widened as he stared at Garrett. Garrett looked at him righteously:
"Senior brother, you don’t want the council's mages and warriors to go exploring in the jungle and come out half-dead with illness, right? You don’t want a ship of adventurers to dock, walk around, and then half of them fall ill, right? You don’t want..."
"Stop!"
Archmage Byerbo couldn't stand it anymore and interrupted. Seeing Garrett obediently shut his mouth, he lowered his gaze and read line by line. Under the "Prevention and Treatment" section, there were three main items.
Each item was further divided into many sub-items:
1. Prevention. Identify the cause of the illness and prevent it in advance. For example, if it’s mosquito-borne, make magical devices to prevent mosquitoes from approaching; or find medicines to fumigate, apply on the body; or use mosquito nets at the campsite...
2. Treatment. Find symptomatic medications (both local and from Nevis), or symptomatic, low-cost (mainly low spell level and cost) treatment methods for treatment;
3. Vaccine!
This word—this word was coined by Garrett—was heavily circled several times. Archmage Byerbo didn’t look further down, raising his eyes to scrutinize Garrett again and sighed:
"Next time you submit a report, don't make your bias so obvious, okay?"
Of the three items, only the vaccine was heavily circled, making his intention clear at a glance. So you wrote the other two items just to cover this up?

"Besides, vaccines are indeed the most effective! Think about it, senior brother, carrying a magical device is expensive; applying medication daily can miss spots and risk infection; it's better to have everyone get a vaccine shot before docking or even before departure!"
"So you're confident you can make a vaccine?"
Garrett spread his hands decisively.
No, not confident, no guarantee to succeed.
Need manpower, need materials.
"Think about it, senior brother, it's just me and Cirilla now—oh, maybe add Lynn, Baronsimo might lend a hand, Bernard can only help with carrying—when will we finish at this rate?"
"So what do you suggest?" Archmage Byerbo propped his chin, tilting his head to scrutinize Garrett from head to toe and back again:
"Send the airship to pick up your team of necromancers from Oak Grove?"
Currently, only Garrett's team seems to have experience in vaccine development...under Garrett's guidance, they developed the cowpox and rabies vaccines and are now seemingly working on the cholera vaccine...
Garrett shook his head vehemently. Sending the airship is too costly! If possible, using the current manpower is enough, no need for an extra trip!
"—Or should I send you back to finish the vaccine at your clinic before returning?"
"No!"
Garrett exclaimed. I don’t want to go back now! Don’t want social death! If I go back, I must stay out for a few more years until everyone forgets the "Plague Lord" nickname before returning!
"So what do you want?"
"Houses, materials, manpower...the most important is manpower...senior brother, at least give me ten people! Ten literate, recording, preferably spell-casting people!"
"If you only need recorders, how about me?" A sinister voice came from outside the window. Garrett turned his head to see Archmage Haines already walked in, waving a hand, dropping a pile of golden light:

"They can all write, record, and work independently without my control. How about it? Do you want them?"
