Lucien returned to Lootwell shortly after leaving the preserved region.

Before he left, however, Marie, Kaia, Sylra, and Marina stopped him.

They wanted part of the land.

Lucien looked at the four of them for several seconds.

They rarely asked him for anything directly.

More importantly, he still owed them.

The preserved region clearly meant far more to them than they were willing to explain.

So Lucien did not make things difficult.

He granted them a section they asked for.

The four women immediately looked pleased.

Lucien raised one finger.

"There is one condition."

They looked at him.

"If the true owner of this land ever returns, you have to give it back."

For some reason, all four women laughed.

Lucien frowned.

"What?"

Marie shook her head.

"Nothing."

That only made him more suspicious.

But none of them explained.

The spirits accompanying them soon began moving toward the newly granted territory with considerable enthusiasm.

Apparently, their first assignment had somehow ended with their queens acquiring land.

Lucien decided not to question that either.

He left.

Below him, the territory continued moving.

Everything flowed with the efficiency Lootwell had slowly built over the years.

The location for the worldwide authority training had finally been chosen.

That was one major problem solved.

Now he needed people to build it.

Lucien looked toward the horizon.

Lilith and the others were still occupied with the World Fortification Plan.

He would wait until they finished.

There was no point dragging them away from one enormous project just to throw them into another one.

Although technically, the moment they finished, he intended to do exactly that.

Lucien felt mildly guilty. Especially toward Lilith.

She had been working without much rest already.

He silently apologized in advance.

Whatever compensation she demanded afterward, he would probably have to accept it.

Probably.

Once construction began, Lucien could finally announce the plan to the world.

Until then, there was no reason to create anticipation for something that did not yet exist.

So he turned his attention elsewhere.

They had not been born yet.

Lucien studied them carefully.

If everything continued smoothly, then after this cycle, most of them should finally qualify for reincarnation among intelligent races again.

That would close another long-running problem.

Lucien looked over the environment surrounding the Cycle Merit Web.

The place remained natural.

It could support life easily.

Technically, he could begin creating humans here if he wanted.

The thought appeared again.

Lucien dismissed it almost immediately.

He was still uncomfortable with the idea.

So he left the idea alone.

There was no need to force every possibility simply because he possessed the ability.

The younger monsters and beasts had changed too.

Many had become noticeably more intelligent.

Some now communicated clearly.

Others organized themselves into groups without needing constant supervision.

Lucien suspected his blood had played a role in accelerating more than their strength.

There were already many Celestials among them.

His pets had become monsters in the most literal and complimentary sense possible.

The Guardian Beasts were growing steadily as well.

Then he remembered the phoenixes.

They were contained in another space.

For some reason, the Primordial Slime’s message immediately returned to him.

The Vermillion Bird is not a Phoenix.

Lucien sighed.

The phoenixes were already imprisoned.

That was enough discipline.

He checked the formations once.

Everything remained secure.

Lucien left before some ancient message convinced him to become personally invested in bird taxonomy.

It was becoming a platform.

The public version remained recognizable beneath all of them.

The same convergence logic.

But the world was building around it.

That was exactly what Lucien had wanted.

That might have been the greatest improvement of all.
